Initial cost of public goods

If we assume that public goods in the crypto era are structured as Hyperstructures, the maintenance cost may be significantly reduced.
Products of Web3 are sustainable due to smart contracts and the gas fee mechanism
So, grants may be the ones to bear the initial cost, I guess.
The initial cost may be covered by "tax revenue of the local government Futarchy" (project token).
Or, there may be grants available as usual.
How to distribute grants for "good public goods".
/emoji/twitter.icon I think interpreting it as Futarchy makes more sense because it is easier to connect to the idea that "large investments can also be handled through the sale of Project Tokens". In other words, if the local government conducts this Futarchy using tax revenue as the source, the Project Token, which has mobilized capital in advance, can cover it. Public goods that do not require prior investment (those that do not employ people)

Public goods that do not require prior investment (those that do not employ people) If there is no need for an initial cost, can they just appear without project token that has been mobilized in advance?
